EU Citizen Registration in Finland

1. An EU citizen does not need a residence permit, but registers the right of residence after three months

A citizen of an EU Member State, Liechtenstein or Switzerland does not need a residence permit for Finland. If the person will stay in Finland for more than three months without interruption, the right of residence must be registered with Migri.

The three-month calculation can restart when the person leaves Finland and later returns. A person genuinely moving to Finland should nevertheless manage the registration according to the real residence situation rather than trying to avoid registration through repeated short trips.

2. Nordic citizens follow a different registration route

Citizens of Denmark, Iceland, Norway and Sweden do not apply for EU registration at Migri. Nordic citizens register their personal data directly with DVV. This distinction matters when choosing the application and appointment route.

3. Show the actual basis for exercising the right of residence

An EU registration application must show what you are doing in Finland and the basis on which your right of residence is exercised. Employees provide employment evidence, entrepreneurs show genuine business activity, students address study and sufficient-resources/insurance conditions, and self-sufficient persons show adequate resources.

4. Migri EU registration and DVV registration are different processes

Migri registers an EU citizen's right of residence in Finland. DVV manages Population Information System data, personal identity codes, addresses and, when the conditions are met, municipality-of-residence registration. Completing Migri registration does not automatically complete every DVV registration.

If you need a permanent address and municipality of residence, complete the relevant DVV process separately after EU registration. Keeping the two authorities' roles distinct matters for employment, tax, healthcare and municipal services.

5. EU registration is valid until further notice and is not extended periodically

Migri's EU registration is valid until further notice and is not renewed periodically like a residence permit card. The underlying free-movement conditions and the person's actual residence situation nevertheless remain relevant.

6. Permanent EU right of residence after five years is a separate concept

After five years of continuous and legal residence in Finland, an EU citizen can acquire a permanent right of residence and may apply for a certificate of that right. This is not the same thing as a permanent address or municipality-of-residence entry at DVV.

7. Plan tax, banking and social-security steps separately after registration

EU registration, the tax card, Kela assessment, banking and strong electronic identification are separate processes. An EU citizen starting work should not unnecessarily delay tax or employer matters solely while waiting for the EU registration decision; each authority has its own requirements.
