Frequently Asked Questions
The questions people ask before moving to Finland, applying for a residence permit or starting a company.
These answers are general information. Residence permit, company, accounting, appeal and bank-account matters must be assessed case by case; final decisions always belong to the competent authorities.

Moving to Finland and Residence Permits
How can I move to Finland?
The route depends on your purpose: work, family ties, studies, entrepreneurship, startup, EU citizen registration or short visit. The first step is to assess your nationality, country of residence, income, documents and reason for moving.
Do I need a residence permit to stay in Finland?
If you are not an EU/EEA or Swiss citizen, you generally need a residence permit to stay in Finland for more than 90 days for work, family, studies or entrepreneurship. The correct permit type depends on your file.
Is ENB Consulting an official authority?
No. ENB Consulting Oy is a private consulting company. Official applications and decisions are handled by Migri, Enter Finland, PRH, the Finnish Tax Administration, DVV, courts, banks or the relevant competent authority.
Does ENB guarantee approval?
No. ENB does not guarantee approval, citizenship, a residence permit, a bank account or any official outcome. Our role is to understand the file, reduce avoidable document and process gaps, clarify the strategy and support preparation for the official process.
How do I get an assessment before applying?
In the pre-assessment form you share your nationality, country of residence, current situation, the purpose of the application, any deadline, and details of earlier applications or refusals. The consulting team reviews that information and tells you which service or application route can be considered.
Work, Family and Entrepreneurship
Do I need a job offer for a Finnish work permit?
Most work-based residence permits require a genuine job offer in Finland and employer documents. Specialist, EU Blue Card and TTOL routes have different salary, job-description and document requirements.
What documents are needed for family reunification in Finland?
Documents depend on the family relationship. Usually you need evidence of the family tie, identity documents, income evidence, translations and, where necessary, legalisation or apostille. Income requirements and exemptions are assessed by case type.
Does setting up a company in Finland automatically give residence rights?
No. Registering a company in Finland does not itself grant the right to reside. Non-EU citizens who want to live in Finland and run the company need a suitable entrepreneur or startup residence permit route assessed separately.
Is Business Finland required for a startup residence permit?
For first-time startup permit applicants, a positive Eligibility Statement from Business Finland is normally required before applying to Migri. Business Finland assesses the business idea, team and international growth potential.
Permanent Residence and Citizenship
What changed for permanent residence in Finland in 2026?
For applications submitted on or after 8 January 2026, permanent residence is assessed through different application paths. The general path requires at least six years of continuous residence under an A permit or Brexit permit, at least two years of work history in Finland and satisfactory Finnish or Swedish language skills at B1 level. Some special four-year paths exist, but they are not automatic.
Can everyone apply for permanent residence after four years?
No. For new applications after 8 January 2026, the simplified 'four years for everyone' wording is not accurate. Certain special four-year paths may exist, for example based on income, education/work history or strong language skills. Eligibility depends on the applicant's specific record.
Are permanent residence and citizenship the same thing?
No. Permanent residence concerns the right to reside in Finland without a fixed end date. Citizenship is a separate application type with its own residence, language, identity, income and integrity requirements.
Company Formation, Accounting and Banking
How do I start a company in Finland?
Choose the company form, file the PRH/YTJ start-up notification, obtain a Business ID, plan tax registrations, set up bookkeeping and prepare KYC documents for banking where needed. The company structure should match the real activity.
When should accounting start in Finland?
Accounting should be organised from the beginning. Even before significant revenue, bookkeeping, document retention, VAT, prepayment tax, payroll and annual reporting responsibilities should be planned.
Can a Finnish business bank account be guaranteed?
No. The bank makes the decision. ENB supports KYC and document preparation, but cannot guarantee that an account will be opened, when it will be opened or which banking products will be offered.
Is company acquisition and commercial review investment advice?
No. ENB does not provide financial-product advice, portfolio management, trading recommendations for shares, funds, commodities or crypto assets, or return projections. The service is limited to company-transfer process support, commercial document review, PRH/Vero register checks, accounting/legal coordination and business-entry planning.
Migri Refusals and Appeals
What should I do after a negative Migri decision?
Check the appeal instructions and deadline attached to the decision. The deadline starts from service of the decision. ENB can review the decision, reasons, missing evidence and whether appeal or a corrected new application is more realistic.
Should every negative decision be appealed?
No. Sometimes an appeal is the right path; sometimes a new application with corrected evidence is more realistic. The answer depends on the refusal reason, deadline, available documents and whether the official requirements can be met.
