Migri fees 2026: what each application costs

These are the processing fees the Finnish Immigration Service (Migri) charges in 2026, taken from the Ministry of the Interior decree that sets them for 1 January to 31 December 2026. Online means an application filed and paid in Enter Finland; paper means a paper application handed in in person. The fee is paid to Migri, not to us.

    Before you pay

    • You pay when you file. Online, the fee is part of the Enter Finland application; on paper, you pay where you hand the application in. Migri does not start processing an unpaid application, and if the fee is never paid the application lapses.
    • The fee is not refunded if the decision is negative, or if you withdraw the application after Migri has started processing it. Migri refunds it only when the application was unnecessary because of an authority's error, or when the applicant clearly chose the wrong type of application.
    • Applying online is cheaper in every category that has an online option. For a first work permit (TTOL) the difference is EUR 200, and for an extended permit it is EUR 200.
    • Applicants under 18 pay less for a first permit on family or other grounds (EUR 400 online), a permanent residence permit (EUR 300) and a citizenship declaration (EUR 230). A child who applies for a student permit pays the student fee, and children included in a parent's citizenship application as co-applicants pay nothing.
    • These fees apply to applications filed between 1 January and 31 December 2026. An application that was already pending on 31 December 2025 keeps the fee that applied when it was filed. Migri's processing fees carry no VAT, and a first application for international protection is free.

The amounts come from Ministry of the Interior decree 1336/2025 and Migri's own fee page. Check both before you pay:

Migri's fee and ENB's fee are two separate payments

The table above shows what Migri charges. If you hire ENB to prepare the application, our consultancy fee is separate: you pay it to ENB, and you still pay the Migri fee to Migri yourself when the application is filed. Our own prices are on the service fees page.

    Frequently asked questions

How much does a Finnish residence permit cost in 2026?

It depends on the permit. A first work permit (TTOL) costs EUR 750 online and EUR 950 on paper, a first family permit for an adult EUR 750 online and EUR 800 on paper, and a first student permit EUR 600 online and EUR 750 on paper. An extended permit costs EUR 230 online and EUR 430 on paper.

Do I get the Migri fee back if my application is refused?

No. The processing fee pays for handling the application, not for a positive decision, so it is not refunded after a refusal. Nor is it refunded if you withdraw the application once processing has started.

Is it cheaper to apply online?

Yes. Every application that can be filed online costs less in Enter Finland than on paper. The gap is widest for a first work permit (TTOL), EUR 200, and for a permanent residence permit, EUR 220.

How much is the Migri fee for a child?

A first residence permit for a child under 18 on family or other grounds costs EUR 400 online and EUR 430 on paper. An extended permit costs the same as for an adult, EUR 230 online. A permanent residence permit for a child costs EUR 300 online and EUR 350 on paper.

How much does Finnish citizenship cost in 2026?

A citizenship application costs EUR 550 online and EUR 650 on paper. A citizenship declaration costs EUR 260 online and EUR 280 on paper, or EUR 230 and EUR 250 for an applicant under 18. Children included in a parent's application as co-applicants pay no fee.

Does ENB's fee include the Migri fee?

No. ENB's consultancy fee and Migri's processing fee are separate. You pay Migri directly when you file the application, and you pay ENB for the preparation work under our own price list.

Not sure which fee applies to you?

The permit type decides the fee, and choosing the wrong application is one of the few mistakes you can end up paying for twice. Book a consultation and we will confirm the right permit, the fee and the documents before you pay. Consultations are held in English, Finnish, Turkish, Russian and Ukrainian.
