    Questions about the citizenship test

What are the requirements for the Finland citizenship test in 2027?

If you file on or after 1 March 2027 and are aged 18–64, you must show knowledge of Finnish society: pass the citizenship test in Finnish or Swedish, or hold a Finnish- or Swedish-language matriculation examination or a higher-education degree completed in Finland. The other conditions, such as the residence period and language skills, still apply.

Do I need the test if I apply before March 2027?

No. An application filed on or before 28 February 2027, through Enter Finland or at a service point, is processed under the current Citizenship Act, which has no citizenship test. Apply only once you meet all the current requirements.

Can I take the citizenship test in English?

No. The official test is taken in Finnish or Swedish. The practice test on this page is also available in English, Turkish, Russian and Ukrainian so that you can learn the topics in your own language first.

What the citizenship test is, and who has to take it

Parliament approved changes to the Citizenship Act that enter into force on 1 January 2027 and apply to applications submitted on or after 1 March 2027. From then, acquiring citizenship requires sufficient knowledge of and integration into Finnish society, and the new test is one way to show it.

The test is not the only route, and this is the fact most applicants miss. Sufficient knowledge can also be shown by completing the matriculation examination in Finnish or Swedish, or by earning a Finnish- or Swedish-language higher education degree in Finland. If either applies to you, the test may not be your path at all.

The requirement applies to applicants aged 18 to 64. Exemptions may be granted in some cases for reasons of health or disability, or for other very serious reasons.

There is a transition period from 1 January to 28 February 2027, and it decides which rules your application meets. An application submitted on or before 28 February 2027, through Enter Finland or at a service point, is processed under the current Citizenship Act. From 1 March 2027 the new requirements apply.

The test covers key legislation governing life in Finnish society, fundamental and human rights, Finnish history and culture, and questions of equality including equality between genders. It is taken in Finnish or Swedish.

The test is a computer-based multiple-choice test, passed when the majority of answers are correct (section 25 a of the Nationality Act). Migri is responsible for it and contracts test sessions around Finland; the University of Helsinki writes the questions and the learning material. Migri will publish the free learning material in Finnish and Swedish at the turn of 2026–2027. A test fee is charged, and the amount is set by a Ministry of the Interior decree. The questions here are ENB Consulting's study material on the same topics; they are not the official questions and do not replace the official material.

One piece of advice from Migri is worth repeating: apply only when you meet all the requirements. Applying before you do risks a negative decision, and a file that needs additional information takes longer to process.

We help you prepare your citizenship application

The test is only one requirement among several. ENB checks how your residence period and days abroad are counted, your language certificate, your means of support over the last two years and your documents, then helps you prepare the application before you file it in Enter Finland.

ENB is a consultancy, not an authority: Migri makes the decision and no outcome is guaranteed.
