    Are you covered by Kela in Finland?

    Kela coverage does not arise automatically. Kela assesses social-security status on grounds such as permanent residence or employment, and each benefit has its own separate conditions.

    Four separate things get treated as one: Kela coverage, the municipality of residence, the Kela card, and entitlement to a named benefit. Holding a residence permit or a municipality of residence does not by itself create entitlement to every Kela benefit.

    Kela assesses permanent residence under its own rules; the permit type alone does not decide it.
    For 2026 Kela names EUR 800.02 a month as the threshold for work-based coverage.
