    What do we assess in this service?

    Build the relocation sequence before arrival

    Residence status, registration, taxation, social security and banking are separate systems. The correct order depends on the person's nationality, residence permit or EU status, work situation, family members and length of stay.

    Finnish personal identity code

    The Digital and Population Data Services Agency (DVV) issues Finnish personal identity codes. In some situations Migri or the Finnish Tax Administration can also issue a code. A personal identity code is not the same as a municipality of residence and does not by itself establish Kela coverage.

    DVV and municipality of residence

    A municipality of residence (kotikunta) can affect access to municipal services and practical registrations. Eligibility depends on the person's circumstances. If a person does not yet have a Finnish personal identity code, some DVV registration steps require an in-person visit rather than the online municipality-of-residence form.

    Vero and tax card

    People arriving in Finland for work generally need a Finnish personal identity code and a tax card or tax-at-source card. In some work situations the Tax Administration can issue the personal identity code for tax-related purposes. Construction-site and shipyard workers also need a tax number and registration in the tax-number register.

    Kela is assessed separately

    Kela assesses benefit eligibility case by case based on permanent residence in Finland or work in Finland. Citizenship alone does not determine entitlement. In 2026, Kela states that eligibility based on employment can arise when monthly wages reach EUR 800.02, but employment-based coverage is more limited than coverage based on permanent residence.

    Bank account and strong electronic identification

    A Finnish bank makes its own KYC and customer-acceptance decision. A residence permit, personal identity code or company registration does not guarantee an account or strong electronic identification. Identity, address, source of funds, employment and expected account use may all be reviewed.

    Frequently asked questions

    Is a Finnish personal identity code the same as a municipality of residence?

    No. They are separate registrations. A person can have a Finnish personal identity code without automatically having a municipality of residence.

    Does a personal identity code automatically give Kela benefits?

    No. Kela assesses entitlement separately based on permanent residence in Finland or work in Finland and the applicable benefit rules.

    Can Vero issue a Finnish personal identity code?

    In some work-related tax situations, yes. The main issuing authority is DVV, but Migri and the Tax Administration can issue a code in specified situations.
