    The bank makes the decision

    A Finnish Business ID, Trade Register registration or residence permit does not create an automatic right to a business bank account. The bank applies its own customer-acceptance, anti-money-laundering and risk procedures.

    The asymmetry has a section number. Section 134 of the Credit Institutions Act gives a retail customer the right to basic banking services from a deposit bank, and that is a consumer right: it does not reach company accounts. What does decide the company application is the register. Every limited liability company and co-operative must file its beneficial owners — anyone holding more than 25 per cent of the shares or more than 25 per cent of the voting rights — with the Trade Register, free of charge at ytj.fi, and the filing is required even when there are none or the company does not know them. Missing the deadline in the PRH's reminder letter costs a 300 euro negligence fee, and a bank cannot verify what the register does not hold.
