    Trade Unions and Unemployment Funds in Finland

    A comprehensive 2026 guide to the difference between Finnish trade unions and unemployment funds, the 12-month employment condition for earnings-related allowance, jobseeker registration, Kela's general social security benefit and what to do when unemployment starts.

    1. A trade union and an unemployment fund are not the same organisation

    A trade union can support members with employment terms, collective agreements, disputes, legal advice and workplace representation. An unemployment fund's core role is different: it pays earnings-related unemployment allowance to members who meet the statutory conditions.

    Some union memberships may include or facilitate unemployment-fund membership while others may not. Saying 'I belong to a union' is not enough to establish which unemployment fund you joined or when. Confirm fund membership separately.

    2. Earnings-related allowance requires both fund membership and the employment condition

    According to TYJ's current 2026 guidance, earnings-related unemployment allowance requires unemployment-fund membership and completion of the 12-month employment condition while you are a member. The qualifying work months do not have to be continuous.

    Under the current 2026 thresholds, at least EUR 930 in wages during a calendar month can count as one full qualifying month and EUR 465–929.99 as half a month. Because thresholds and calculations can change, monitor your current status with the fund while you are working rather than only after unemployment begins.

    3. Jobseeker registration must not be delayed when unemployment starts

    Job Market Finland states that registration can be started in advance when the unemployment date is known, but it should be active no later than the first day of unemployment. Unemployment benefit can only be paid for the period when jobseeker status is valid, and registration is not backdated.

    Jobseeker registration and the benefit application to an unemployment fund or Kela are separate steps. Employment Services or the KEHA Centre provides the labour-policy statement, while the paying institution is the unemployment fund or Kela depending on eligibility.

    4. The Kela unemployment-benefit system changed on 1 May 2026

    From 1 May 2026, Kela's general social security benefit replaced the former labour market subsidy and basic unemployment allowance. For unemployed jobseekers who are not entitled to earnings-related allowance or whose earnings-related period has ended, this is now the main Kela unemployment benefit route.

    The reform did not remove the jobseeker-registration requirement. For the general social security benefit, job search must still be active with Employment Services. Missing job-search obligations or requests for clarification can affect unemployment security.

    5. Earnings-related allowance is not the same amount as your previous salary

    Earnings-related allowance is calculated from prior earnings but is not a continuation of the full gross salary. TYJ's calculation includes specified wage components, excludes others and applies the statutory calculation structure.

    In 2026 the earnings base can include basic pay plus certain shift, overtime, commission and taxable fringe-benefit components. Use the current calculator provided by your fund or TYJ to estimate the actual allowance.

    6. Trade-union membership is broader than unemployment protection

    Trade unions can assist members with interpreting collective agreements, pay or overtime disputes, termination, working conditions and shop-steward support. An unemployment fund does not replace these legal or representation functions.

    When considering membership, look beyond the annual fee and check which union and unemployment fund fit your sector, when membership begins and which services are included.

    If I am a union member, am I automatically an unemployment-fund member?

    Not always. Some membership packages may include or arrange fund membership, but you should verify the fund and the membership start date separately.

    How much qualifying work is required for earnings-related allowance in 2026?

    Under TYJ's current rule, a 12-month employment condition must be met while you are a fund member. Full and half qualifying months can accrue according to wage thresholds.

    If I register as a jobseeker a few days late, can benefit be paid for the earlier days?

    Generally no. Job Market Finland states that unemployment benefit can only be paid for the period during which jobseeker registration is valid; registration is not backdated.

    Do Kela basic unemployment allowance and labour market subsidy still exist?

    From 1 May 2026, both were replaced by Kela's general social security benefit (yleistuki).

    Can I join an unemployment fund without joining a trade union?

    In many cases yes; unemployment funds are separate from trade unions. Check fund-specific membership eligibility through TYJ's fund information.
