🇫🇮 Who can apply for a permanent residence permit (Pysyvä oleskelulupa) in Finland after 4 years?
Under the new regulations, the general rule is 6 years of residence, however, thanks to certain exceptions, it is still possible to apply for a permanent residence permit after 4 years.
Who can apply after 4 years:
1️⃣ Applicants with an annual income more than 40 000 €
2️⃣ Applicants who hold a Master’s or Doctoral degree recognised in Finland and have at least 2 years of work history
3️⃣ Applicants with excellent Finnish or Swedish language skills (C1 level) and at least 3 years of work history
📌 Additional pathways:
Applicants who have completed a Bachelor’s, Master’s or Doctoral degree in Finland and have Finnish language skills at A2 level may apply for permanent residence without waiting for the full residence period. However, graduates of Universities of Applied Sciences (UAS / AMK) are still required to complete the residence period.
Children under the age of 18 may apply without completing the residence requirement if their parents already hold a permanent residence permit.
