Finnish Citizenship: Pre-application Overview
A comprehensive 2026 pre-application guide to Finnish citizenship covering the 8/5-year residence rules, language evidence, the means-of-support rule from 17 December 2025, identity, integrity and the citizenship-test reform coming in 2027.
1. A 2026 application is affected by two major reform stages
On 1 October 2024, the general residence period for Finnish citizenship was extended to eight years. A second reform on 17 December 2025 tightened means-of-support, identity and integrity requirements. A new application in 2026 must be assessed against both reform stages.
Submitting early before the requirements are met does not create an advantage. Migri expects the requirements to be fulfilled when the application is filed, and a missing requirement can lead to a negative decision.
2. General residence period is 8 years; 5 years if the language requirement is met
For applications submitted on or after 1 October 2024, the general rule is eight years of legal residence in Finland. If the applicant meets the citizenship language requirement, the general shortened period is five years. Separate shorter periods also exist for situations such as a Finnish spouse, Nordic citizenship, statelessness and certain exceptional circumstances.
Physical presence in Finland alone is not enough for the calculation. Residence must have been legal and supported by the required permit or right of residence; days abroad and gaps between permits can affect the qualifying period.

3. Have the language certificate before filing
The required Finnish, Swedish or accepted sign-language proficiency must be documented before the citizenship application is submitted. Migri does not treat completion of the language evidence after filing as the normal route.
Limited exceptions exist for situations such as age over 65, health, arrival in Finland as an illiterate adult or other very weighty reasons. Migri expressly notes that language exceptions are granted rarely; requesting an exception does not mean the requirement has been waived.
4. New means-of-support rule from 17 December 2025: the last two years matter
For citizenship applications submitted on or after 17 December 2025, a sufficient-financial-resources requirement applies. As a general rule, the applicant must not have received unemployment benefit or social assistance for more than three months in total during the previous two years and must provide a reliable account of lawful income sources during that period.
The general social security benefit paid by Kela from 1 May 2026 in place of labour market subsidy and basic unemployment allowance is also treated as unemployment benefit for this citizenship assessment. General housing allowance alone is not considered a sufficient source of livelihood.
5. A spouse's social assistance and family-supported livelihood can affect the evidence
Migri treats social assistance as a household benefit. If a spouse or cohabiting/registered partner received social assistance during the previous two years, the applicant can also be regarded as a beneficiary. Looking only at the applicant's own Kela decisions may therefore be insufficient.
If livelihood is based on a spouse's earnings, family resources or the applicant's own savings, the source and continuity of those funds should be documented. A single account balance may be insufficient if it does not explain where the money came from.
6. Check identity and integrity separately from residence time
Citizenship depends not only on residence and language but also on reliable establishment of identity and the integrity requirement. The 17 December 2025 reform tightened national-passport requirements in certain identity situations and lengthened waiting periods connected with offences.
Migri can generally impose a waiting period of 1–8 years in a negative citizenship decision based on offences. Do not assess the citizenship impact of a traffic or other offence solely from the amount of the penalty; check current Migri guidance for the facts of the case.
7. The 2027 citizenship test does not yet apply to 2026 applications
Parliament has approved a new citizenship test and knowledge-of-society requirement for 2027. According to Migri's June 2026 bulletin, the new requirement will apply to applications submitted on or after 1 March 2027. A citizenship test is therefore not a current requirement for an application filed in 2026.
Applicants planning to file in 2027 should monitor the transition dates carefully, because whether the new rules apply will depend on the filing date.

What is the general citizenship residence period in Finland in 2026?
For applications submitted on or after 1 October 2024, the general rule is eight years. Applicants who meet the citizenship language requirement generally have a five-year residence period; other special categories can have different periods.
Does receiving unemployment benefit in the last two years automatically mean refusal?
For applications under the post-17 December 2025 rules, the general rule is that unemployment benefit or social assistance must not have been received for more than three months in total during the previous two years. The three-month calculation and possible health/disability exception should be checked case by case.
Can my spouse's social assistance affect my citizenship application?
Yes. Migri treats social assistance as a family/household benefit and states that the applicant can be regarded as a beneficiary even if the spouse or partner was the person who applied for it.
Is there a citizenship test for applications filed in 2026?
No. The new knowledge-of-society/citizenship-test requirement is scheduled to apply to applications submitted on or after 1 March 2027.
Can I obtain the language certificate after submitting the application?
The required language proficiency must be met when the citizenship application is filed and the certificate should be included with the application. Limited exception cases are separate.
