    1. Startup Permit involves two separate assessments

    The first gate is the Business Finland Eligibility Statement. Business Finland assesses whether the venture meets Startup Permit criteria. After a positive statement, the founder applies separately to Migri for residence permission.

    Business Finland does not grant residence permits, and Migri does not replace Business Finland's startup-eligibility assessment.

    2. What does Business Finland look for?

    The Startup Permit is not designed for everyone who simply wants to establish a company in Finland. It targets founding teams building innovative, scalable startup companies with international growth potential.

    Assessment considers the business idea, competitive advantage, target market, scalability, team capability, ownership, resources and growth plan as one coherent whole.

    3. Which businesses generally do not fit the Startup Permit model?

    A conventional local restaurant, barber shop, cleaning company, small retailer or one-person hourly consultancy is not a startup merely because it is incorporated. Such businesses can be valuable and profitable, but the Startup Permit focuses on innovation, scalability and international rapid-growth potential.

    Rather than forcing the wrong category, assess the entrepreneur permit or another appropriate residence route.

    4. Why is the founding team critical?

    Business Finland assesses not only the idea but whether the team can execute it. Gaps in product/technology, sales, industry knowledge and company-building capacity should be addressed.

    The Startup Permit is for founders actively working in the startup. A passive investor and an active startup entrepreneur are not the same role.

    5. How do you strengthen an Eligibility Statement application?

    A strong file is more than a pitch deck. Problem, solution, customer, market, competitors, defensibility, product status, revenue model, growth channels, team, financing and the 12–24 month execution plan should connect logically.

    Assumptions should be supported with real evidence where available: customer interviews, pilots, LOIs, usage data, prototype, IP/technology explanation, pricing tests or early sales.

    6. Eligibility Statement validity and timing

    A positive Business Finland statement is time-limited. The Migri application must be filed while it is valid. Verify the exact validity period and process from the current Business Finland statement/instructions rather than treating an old article's timeframe as permanent.

    Statement validity, material changes to product/team and financing should be built into the filing timetable.

    7. Why is a positive Business Finland statement not enough?

    The Eligibility Statement supports startup eligibility; the residence permit is a separate Migri decision. Migri assesses identity, travel documents, general residence requirements, means of support and other case-specific conditions.

    Therefore, 'Business Finland approved it, so the residence permit is guaranteed' is incorrect.

    8. Separate startup funding from founder livelihood

    Startup runway and the founder's personal means of support are not the same calculation. Investment funds may be earmarked for product and company expenses. The founder must separately demonstrate how their living costs in Finland will be secured.

    Keep the company budget, founder salary plan and personal living budget distinct.

    A common mistake is dressing a conventional small business in technology language and calling it a scalable startup. Another is using large market-size numbers as a substitute for actual customer validation.
