Finnish Citizenship YKI and Language Requirement 2026: YKI 3, Accepted Combinations, Fees, Test Days and Exceptions
Citizenship language rules: YKI level 3 in an accepted subtest pair, combining certificates, 2026 fees and test days, other proof and exceptions.
Short answer
Finnish citizenship requires satisfactory spoken and written Finnish or Swedish. With the National Certificate of Language Proficiency (YKI) this means the intermediate-level test, with grade 3 or 4 (CEFR B1–B2) in one of three accepted subtest pairs: speaking and writing, listening comprehension and writing, or speaking and reading comprehension. Two separate YKI certificates may be combined to form an accepted pair. On a normal test day you must take all four subtests or no certificate is issued; on the separate Finnish and Swedish subtest days you register only for the subtests you choose. In 2026 the intermediate test costs EUR 190, registration is binding, and the certificate arrives about two months after the test. The Civil Service Language Certificate at satisfactory level, Finnish or Swedish school and vocational qualifications, and the language studies in a Finnish degree are also accepted. The proof must exist when you file. Exceptions exist for health, disability and some older applicants, but age 65 alone is not an automatic waiver. From 1 March 2027 applicants aged 18–64 must also show knowledge of Finnish society.

Finnish Citizenship1. Which YKI result is accepted
Satisfactory skills mean at least grade 3 in the intermediate-level YKI test, which corresponds to B1 on the Common European Framework of Reference. Grade 4 (B2) is of course also accepted. You need the grade in two subtests that together show both spoken and written skills.
You can also take the advanced-level test; advanced grades 5 and 6 are above the requirement. A basic-level test (grades 1–2) is not enough for citizenship.

2. Combining two YKI certificates
Two separate YKI certificates count if together they form one of the accepted pairs. If you passed speaking at grade 3 in one sitting but writing stayed at grade 2, a grade 3 in writing from a later sitting completes the pair, and you submit both certificates.
Plan before you register: work out which pair is most reachable for you rather than retaking your weakest skill. Popular Finnish intermediate tests in the Helsinki region fill up quickly, and you can register for a test day at another test centre.
3. Full test days and subtest days
On a normal test day the YKI test has four subtests: speaking, listening comprehension, writing and reading comprehension. The Finnish National Agency for Education (OPH) advises that you take part in all four; if you do not, no certificate is issued. The basic and intermediate tests take about five hours with breaks.
OPH also runs separate subtest days for the Finnish and Swedish intermediate tests, where you register only for the subtests you choose, for example writing and listening comprehension on 16 September 2026. The certificate then shows the grades of the subtests you completed, which makes these days useful for completing a missing half of an accepted pair.

4. Registration, fees and timing in 2026
Registration for a test day opens about two months before the test, starts at 10:00 on the YKI registration site, and is confirmed only when you pay the fee through the payment link by its due date. Since 1 January 2026 a paid registration is binding: you cannot move it to another day or change the level. The fee is refunded only if you cannot attend because of your own illness, cancelled by 08:00 on the test day and applied to OPH within two weeks with a medical certificate.
The certificate arrives about two months after the test day, so count back from your planned filing date. In 2026 the fees are EUR 165 for the basic, EUR 190 for the intermediate and EUR 216 for the advanced level. OPH is piloting computer-based intermediate tests in Finnish on 7 November 2026 and in Swedish on 14 November 2026 at selected test centres; the paper test remains available.
5. Alternatives to YKI
Section 17 of the Nationality Act lists other proof of satisfactory skills, so check your existing certificates before booking a test.

6. Exceptions to the language requirement
Migri can grant citizenship without the language requirement if permanent full-time work in Finland would be unreasonably difficult without citizenship, if you cannot meet it because of your health or a sensory or speech disability, if you are 65 or over and hold refugee status, subsidiary protection or a humanitarian residence permit, or for another very weighty reason.
For applicants who cannot read or write, and for applicants aged 65 or over on other permits, an exception is possible if you master the basics of understanding and speaking Finnish or Swedish or have regularly taken part in Finnish or Swedish studies. This is shown with a certificate from your Finnish or Swedish teacher. Long residence alone is never an exception.
7. The society-knowledge requirement from 2027
From 1 January 2027 the Nationality Act adds a separate requirement: knowledge of Finnish society shown in Finnish or Swedish. It applies to applicants aged 18–64 who file on or after 1 March 2027 and is met by passing the citizenship test, or by a Finnish- or Swedish-language matriculation examination or higher-education degree completed in Finland.
The citizenship test is a computer-based multiple-choice test taken in Finnish or Swedish, passed when most answers are correct. Its learning material is written at about B1 level, so preparing for YKI and for the test support each other. The language requirement itself does not change.

Common questions about this topic
Do I need grade 3 in all four YKI subtests?
No. You need grade 3 or 4 in one accepted pair: speaking and writing, listening comprehension and writing, or speaking and reading comprehension. On a full test day you still have to take all four subtests to receive a certificate.
I got speaking 3 and writing 2. Must I repeat everything?
No. You can take a later test, or a writing subtest on an OPH subtest day, and combine a new grade 3 in writing with your earlier speaking 3. Submit both certificates.
How much does the YKI test cost in 2026?
EUR 190 for the intermediate level used for citizenship, EUR 165 for basic and EUR 216 for advanced. On subtest days the intermediate subtests cost EUR 43 to EUR 84 each.
Is age 65 an exemption from the language requirement?
Only in part. Applicants aged 65 or over with refugee status, subsidiary protection or a humanitarian permit can be exempted. Others aged 65 or over need to show basic understanding and speaking or regular language studies, certified by a teacher.
