Finnish Citizenship YKI and Language Requirement 2026: YKI 3, Accepted Combinations and Exceptions
Explains the Finnish/Swedish citizenship language requirement, intermediate YKI, accepted two-subtest combinations, combining two certificates, VKT and education-based evidence, and age/health exceptions.
Short answer
In 2026 Finnish citizenship generally requires satisfactory spoken and written Finnish or Swedish. If you use YKI, an intermediate-level test with at least level 3 is sufficient, but you do not need level 3 in all four subtests. Citizenship accepts level 3 in one of these combinations: speaking + writing, listening comprehension + writing, or reading comprehension + speaking. Two separate YKI certificates may be combined to create an accepted pair. You must participate in all four subtests on a test day or no certificate is issued. YKI is not the only option: satisfactory-level VKT, specified Finnish/Swedish school, vocational or higher-education qualifications, and other statutory equivalents can also prove the requirement. Language evidence must exist before the citizenship application is submitted. A separate Finnish-society-knowledge condition is not yet applicable in 2026; the new Citizenship Act provision enters into force on 1 January 2027.
1. Which YKI result is accepted?
For citizenship, YKI is taken in Finnish or Swedish. At the intermediate test level, grade 3 corresponds to satisfactory proficiency.
The accepted pairs requiring at least grade 3 are speaking + writing, listening comprehension + writing, or reading comprehension + speaking. Therefore, simply having grade 3 in any two subtests is not enough; the two must form an accepted pair.

2. Two YKI certificates can be combined
If the first test gives speaking 3 but writing 2, a later test can provide writing 3 and the two YKI certificates can form the accepted speaking + writing pair. The Finnish National Agency for Education expressly permits combining two YKI certificates for an accepted pair.
However, VKT and YKI results cannot be mixed together to create one combined certificate because they are separate certification systems.
3. Why you must take all four subtests
YKI consists of speaking, listening comprehension, writing and reading comprehension. Even though citizenship ultimately relies on an accepted pair, all four subtests must be completed on the test day.
Skipping a section can mean no YKI certificate is issued, so candidates should not treat the other sections as optional.
4. Alternatives to YKI
The Citizenship Act accepts satisfactory-level VKT and specified Finnish/Swedish education records. These can include completed basic or upper-secondary education in Finnish/Swedish as mother tongue or second language, qualifying vocational education, and specified university/UAS language studies or maturity tests.
An applicant educated in Finland should therefore check existing diplomas and transcripts before assuming a YKI test is necessary.
5. Exceptions to the language requirement
Migri can consider an exception on specified statutory grounds, including health/disability preventing language learning, arriving in Finland as an adult unable to read and write, or other very serious reasons.
Being 65+ is not simply a universal automatic waiver of the citizenship language requirement; Migri's specific over-65 exception guidance must be applied. An exception request requires supporting evidence.
6. Society-knowledge requirement from 2027
A Finnish-society-knowledge condition has been added to the Citizenship Act, but the provision enters into force on 1 January 2027. It does not yet apply to applications in 2026.
Applicants planning to file in 2027 should recheck the official implementation and evidence requirements in force at the filing date.

Do I need grade 3 in all four YKI subtests?
No. Citizenship requires at least level 3 in one accepted two-subtest combination, but you must participate in all four subtests to receive the certificate.
I got speaking 3 and writing 2. Must I repeat everything?
You still take all four subtests in the new YKI test, but if the new certificate gives writing 3, it can be combined with the earlier speaking 3 to form an accepted pair.
