Relocation to Finland
After you settle in Finland you may drive on your Turkish licence for 2 years, but you must exchange it for a Finnish licence before that period runs out. Unlike some EU countries, Finland does not require a theory test or a driving test for an exchange carried out within those 2 years.
For the licence exchange appointment you book with Ajovarma (https://varaus.ajovarma.fi/), it is enough to bring your medical certificate for the licence, your Finnish identity card and your Turkish licence. The fee for the exchange is EUR 45 in 2026.
During the exchange your Turkish licence is taken in by Ajovarma. Delivery of your new Finnish licence by post can take 4-5 months, and you are given a temporary document so that you can drive throughout this period.

Note: This information applies to category A and B licences; for categories C and D a test is required as part of the licence exchange.
