    Working as a Doctor in Finland

    A comprehensive 2026 guide for internationally trained doctors covering Finnish Supervisory Agency licensing, EU/EEA and non-EU/EEA routes, language proficiency, examinations, documents and the separate right to work or reside in Finland.

    1. In 2026, Valvira is no longer the licensing authority

    From 1 January 2026, applications for professional practice rights in healthcare and social welfare moved to the new Finnish Supervisory Agency (Lupa- ja valvontavirasto). Valvira ceased operations at the end of 2025, while valid professional rights previously granted by Valvira remain valid.

    This transition makes older online guidance easy to misread. For a new application in 2026, use the current profession-specific instructions on lvv.fi rather than old Valvira forms or fee tables. Existing healthcare practice rights can be checked through the JulkiTerhikki public register.

    2. Your country of training is a central route distinction

    Medicine is a regulated healthcare profession in Finland. If your medical education was completed outside Finland, you need the appropriate Finnish professional right. The route differs substantially depending on whether the medical qualification was completed within the EU/EEA or outside the EU/EEA.

    Nationality, the country of qualification, whether the qualification gives full professional status in that country, and any recognition already obtained in another EU/EEA country can all be relevant. Do not classify the application only by passport nationality.

    3. Doctors trained outside the EU/EEA follow a multi-stage route

    For doctors trained outside the EU/EEA, the route is not simply a document-recognition exercise. Under the Finnish Supervisory Agency's current process, after the qualification stage there is a requirement for at least six months of physician job training or internship in Finland before the professional examinations can be taken.

    The current examination route has three stages completed in order: a clinical examination, an examination on the Finnish healthcare system and relevant rules, and a practical patient-care examination. Registration, retake limits and waiting periods should be checked directly from the Agency's current examination page.

    4. Language proficiency is not only an employer preference

    Sufficient spoken and written Finnish or Swedish is part of safe professional practice in healthcare. The Finnish Supervisory Agency assesses how language proficiency must be demonstrated under the profession-specific instructions, and employers have a separate duty to assess whether the employee's language skills are sufficient for the actual work.

    The Agency's general language-proof routes include, for example, the intermediate YKI test with at least level 3 in all skill areas. However, the practical patient-care examination for doctors trained outside the EU/EEA has a specific YKI-4 requirement. Check the exact proof required for each stage rather than relying on a generic statement that a language test has been passed.

    5. Plan document verification, translations and legalisation from the start

    Depending on the route, the application can require degree certificates, transcripts or training content, professional-status or good-standing documents and identity records. Requirements for originals, verification, legalisation and translations of foreign documents can vary, so do not rely on an old generic checklist.

    If obtaining documents can take weeks or months, build that into the application timetable. Where direct verification or delivery from a university or foreign professional authority is required, it is safer to start the process early rather than leave the application waiting for missing evidence.

    6. Keep professional licensing separate from immigration and work rights

    A professional practice right granted by the Finnish Supervisory Agency and a residence/work right under immigration rules are separate legal matters. An employer's willingness to hire you does not automatically provide professional licensing, and professional licensing does not automatically create the immigration status needed by a non-EU/EEA national.

    The job offer, professional title, any supervised-work arrangement and the rights you currently hold must align. Do not structure the employment contract or residence-permit plan as if you already held unrestricted medical practice rights when you do not.

    7. Present your professional status clearly in recruitment

    In your CV and job application, separate your medical degree, specialty, clinical experience, Finnish/Swedish language level and the exact stage of your Finnish Supervisory Agency process. Employers can verify granted professional rights through JulkiTerhikki.

    If you do not yet hold full rights, clarify with the authority decision and employer which duties may lawfully be performed. Describing the exact scope of an existing decision is safer than making a broad claim that you are already authorised to work as a doctor without qualification.

    Do doctors still apply to Valvira for licensing in 2026?

    Can a doctor trained outside the EU/EEA go directly to the examinations?

    Is English enough to practise medicine in Finland?

    No. Professional practice rights and immigration/work rights in Finland are separate processes. The immigration route must be assessed separately according to nationality and circumstances.
