First identify the country group that issued the licence. An EU/EEA licence may be used in Finland for its validity period and must be exchanged at the latest when it is about to expire. A licence issued by a Contracting State or comparable state may generally be used for two years after permanent relocation to Finland. A recognised licence from another country can be used by a tourist and generally for one year after the holder is entered in Finland's Population Information System with even a temporary address. Contracting-State exchanges can take about 3–4 months and may require a theory and driving test in specified cases. The other-country route requires a driving examination after a positive exchange decision. Ajovarma normally requires passport/ID, the foreign licence, official FI/SV/EN translation where necessary, photos and a medical certificate depending on the route.
1. The issuing-country group determines the route
Traficom uses three main categories: EU/EEA, Contracting States/comparable states and other countries recognised by Finland. Different validity and examination rules apply even though all are foreign licences.
Türkiye, Ukraine, the United Kingdom, United States, Canada, Japan and many other countries are currently listed among the Contracting/comparable states; always recheck the current list when filing.

2. EU/EEA licences
A valid EU/EEA driving licence can be used in Finland for its validity period. To exchange it, the applicant must live permanently in Finland or have studied in Finland for at least six months.
No medical certificate is normally needed while the licence is valid; an expired licence requires one. Ajovarma issues a temporary licence and the Finnish licence is generally mailed within about two weeks.
3. Contracting State: the critical two-year period
A Contracting-State licence can be used for two years after permanent relocation to Finland. Start the exchange well before the two-year period ends because Traficom processing can take approximately 3–4 months.
A medical certificate is required. The foreign licence is kept by Traficom, and a temporary Finnish licence can be issued while the foreign licence would still be valid in Finland; it is valid only in Finland.
4. When is an examination required for a Contracting-State licence?
Traficom requires a driving examination if the applicant has lived permanently in Finland for more than two years, the foreign right to drive has expired, or the exchange concerns category BE, lorry and/or bus licences.
The driving examination consists of a theory test and a driving test. For an ordinary passenger-car category, missing the two-year window can therefore materially change the process.
5. Other recognised countries: one year + examination
A licence from another country recognised by Finland can be used by a tourist and generally for one year after the holder is entered in Finland's Population Information System with a temporary or permanent address.
Exchange requires a medical certificate, the foreign licence and an official translation where needed. After a positive Traficom decision, the applicant completes a theory and driving test.
