Finland Healthcare System 2026: Complete Guide to Public, Private and Occupational Healthcare

Healthcare in Finland operates through three main channels: public healthcare, occupational healthcare and private healthcare. A person with a municipality of residence has access to public healthcare in their wellbeing services county. Without a municipality of residence, public-care entitlement may need to be established separately through Kela, EU coordination or another statutory basis. Preventive occupational healthcare must be arranged by the employer for employees; ordinary GP-level medical care is voluntary for the employer, although many employers include it. A Kela card is not proof of every public-healthcare right. Public, occupational and private healthcare are parallel channels determined by the person's situation.

Public healthcare is organised by wellbeing services counties. Occupational healthcare is linked to employment. Private healthcare is independently purchased from private providers.

2. Municipality of residence and public healthcare
According to Suomi.fi, everyone with a municipality of residence in Finland is entitled to public healthcare in their wellbeing services county.
No municipality does not automatically mean no public healthcare at all. A Kela healthcare-entitlement document, EHIC/Nordic rules, EU coordination or another statutory basis can provide access to medically necessary or public care.
3. Health and social services centre
Public primary care, nurse and doctor appointments, dental care and rehabilitation are provided through health and social services centres. Suomi.fi notes that for non-emergency care a client can choose a health centre within their wellbeing services county and, under the applicable rules, elsewhere in Finland.
Emergency care follows a separate triage route; for non-urgent issues occupational healthcare or the person's own health centre is usually the first contact.
4. Occupational healthcare: what is mandatory?
An employer must arrange preventive occupational healthcare for employees regardless of the form of employment. Its purpose is to prevent work-related illness and accidents and support work ability and a healthy workplace.
General-practitioner-level sickness care can be included, but employers are not legally required to provide it. Occupational-health packages can therefore differ significantly between employers.
5. Entrepreneurs and self-employed persons
A self-employed person can voluntarily arrange occupational healthcare for themselves. Where conditions such as YEL/MYEL coverage are met, Kela can reimburse part of preventive and agreed GP-level occupational-health costs.
An entrepreneur with employees must still arrange mandatory preventive occupational healthcare for the employees; the entrepreneur's own coverage remains a separate voluntary arrangement.
6. Kela card and private healthcare
The Kela card can support reimbursements for medicines, certain private-care costs and treatment-related travel, but it is not the sole measure of public-healthcare entitlement.
Private healthcare may offer faster access, but prices vary by provider and Kela reimbursement, where available, does not necessarily cover the full cost.
