Finland Post-Graduation Permit 2026 — Two Years to Look for Work or Start a Business

1. Who can apply?

The applicant must have or have had a residence permit for studies or research and must have completed a qualifying degree in Finland or qualifying research. Rules differ between EU-Directive research permits and national research permits, so the underlying research status must be checked.

The permit can be used where no job has yet been found, or where a job exists but income is insufficient for a work-based permit.

2. Five-year application window and applying before graduation

The permit can be applied for within five years after the studies/research permit expired. When applying in Finland as an extended permit, filing before the current permit expires is critical for continuity of rights.

If graduation is imminent, an application can be submitted before the degree certificate is available where it is expected within three months; attach it immediately after receipt.

3. Up to two years; can be split into three parts

The total permit can be granted for up to two years and may be used in one period or split into up to three periods, each at least six months.

When split, the final period must end within three years of the first period's start. The two-year entitlement therefore cannot be postponed indefinitely.

4. Subsistence: EUR 800/month

The applicant must have at least EUR 800/month available for living costs. The total evidence should correspond to the requested permit duration and be current and accessible.

Employment income or other lawful resources may be relevant depending on the case, but the applicant must be able to support themselves in Finland.

5. Unrestricted right to work

A key feature is an unrestricted right to work regardless of field; the student permit's average 30-hour limit does not apply.

Where an extended application was filed before the previous permit expired, the applicant can begin work or business once found/started without waiting for the new decision. If filed late, work cannot begin before a positive decision.

6. What happens after finding a job?

Finding a job does not immediately force a permit change because the current permit already carries unrestricted work rights. The next residence basis must, however, be planned before expiry.

A graduate may move to the permit for a degree completed in Finland; researchers may use the research-completed route, or another work/entrepreneur permit may fit the facts. Prepare the next application before expiry.

7. Separate route for graduates who already have work

If the applicant already has employment/business/trade activity and completed a qualifying degree in Finland, the residence permit based on a degree or qualification completed in Finland may be the more appropriate route.

For 2026, Migri lists net monthly income thresholds for that work-based route of EUR 1,210 / 1,090 / 1,030 depending on municipality. Distinguish this route from jobseeking at the outset.
