Finland Top and Middle Management Residence Permit 2026 — Fast Track

Short answer
This permit is for a genuine executive position in a company's top or middle management. The employer must be large enough to have a clear top/middle-management structure, and the applicant must have subordinates and perform managerial duties. Confirmed employment is required. A first permit can use Fast Track, and a D visa can be requested at the same time. The main income must come from the work on which the application is based. Paid employment must meet the applicable collective agreement; if none applies or the work is part-time, at least EUR 1,463/month is required in 2026. The same EUR 1,463 benchmark applies to trade/business or a combination of employment and trade/business. Taxable fringe benefits may be considered.
1. Genuine management, not just a title
A 'manager' title alone is insufficient. The applicant must hold an executive position, perform managerial duties and have subordinates. The employer must also be a large enterprise with a genuine top/middle-management structure.
2. Fast Track and D visa
A first top/middle-management permit is eligible for Fast Track and a D visa can be requested simultaneously. Fast Track does not guarantee approval; eligibility and evidence must still be complete.
3. Checklist and refusal risks
The main income must come from the work on which the application is based.
