For Finnish citizenship applications submitted on or after 17 December 2025, the applicant must generally not have received unemployment benefit or social assistance for more than three months in total during the previous two years. Unemployment benefit includes labour-market subsidy, basic unemployment allowance, earnings-related unemployment allowance and, from 1 May 2026, the general social security benefit replacing labour-market subsidy/basic allowance. Social assistance is not limited to assistance paid directly to the applicant: basic, supplementary or preventive social assistance paid to a spouse/partner in the same household can also be attributed to the applicant. Housing allowance, parental allowance, child benefit and other social-security benefits do not themselves trigger the three-month bar, but the applicant must still show lawful resources sufficient for living. There is no fixed euro threshold for citizenship. Savings, a family member's employment, pension, lawful transfers and other legal sources can be used if their origin is explained. Applicants aged 65 or over are exempt from the financial-resources requirement. 1. How the three-month rule works

The test is not simply whether the person is currently unemployed; it is retrospective over two years. Short benefit use within the three-month limit is not an automatic refusal.

3. Why a spouse's social assistance matters
Social assistance is treated as a household benefit. Even where the spouse/partner applied and received it, the citizenship applicant in the same household can be considered a beneficiary.
Basic social assistance is paid by Kela, while supplementary/preventive assistance can be paid by a wellbeing services county, the City of Helsinki or Åland; all are relevant.
4. Which benefits do not trigger the three-month bar?
Housing allowance, parental allowance, child benefit and other social-security benefits are not included in the three-month unemployment/social-assistance bar. But receiving them does not automatically prove sufficient resources.
For example, living only on housing allowance may not be sufficient; the applicant must still show lawful and adequate overall means of support.
5. How to prove means of support
The application must explain income sources for the previous two years. Employment, entrepreneurship, pension, savings, a family member's employment and lawful transfers, loans or allowances can be used.

6. Age 65+ and health exception
Applicants aged 65 or over are exempt from the sufficient-financial-resources requirement and do not need to attach income documents.
A health/disability-based exception can be requested where the condition prevents gainful employment or business activity in the long term. A treating doctor's statement should explain the effect on earning capacity.

Example A: Two months of earnings-related unemployment allowance in the last two years, followed by regular salary. The three-month bar is not exceeded, though other citizenship and overall lawful-resource requirements are still assessed.
Example B: Four months of unemployment allowance. The sufficient-financial-resources requirement is generally not met unless a valid health/disability exception applies.
