Short answer
This special route can cover market research, preparation for a foreign company's establishment in Finland, contract negotiations and supervision of orders. The real scope of the assignment should be evidenced by supply/assignment documents. It should not be confused with ordinary permanent operational employment in Finland or entrepreneur activity. The main income must come from the work on which the application is based. Paid employment must meet the applicable collective agreement; if none applies or the work is part-time, at least EUR 1,463/month is required in 2026. The same EUR 1,463 benchmark applies to trade/business or a combination of employment and trade/business. Taxable fringe benefits may be considered.

2. Route boundary
If the actual role becomes ordinary ongoing operational employment in Finland, another route such as TTOL, specialist or management may be required. Active operation of one's own Finnish business may require the entrepreneur route.
