Amazon FBA from Finland

1. Opening an Amazon account does not automatically solve the tax model
In Amazon FBA, a Finnish-established company can still face different VAT outcomes depending on where goods are located, where they move, whether the customer is a business or consumer and which Amazon service is being used.
Before the first sale, map product sourcing, import country, FBA warehouse countries, sales destinations and payment flows. Giving the accountant only the monthly Amazon payout is not enough to explain the underlying transactions.
2. Holding your own stock in another EU country can create local VAT-registration obligations
Vero's current VAT guidance shows that holding one's own consignment stock can create VAT-registration obligations. The same core issue matters in FBA when goods remain your inventory while stored in another Member State: local VAT rules in the stock country can become relevant.
OSS does not automatically eliminate every local VAT registration created by holding stock in another country. Its main function is to centralise reporting of qualifying EU consumer sales.

3. Do not confuse OSS with VAT registration in the stock country
Vero's OSS scheme allows centralised reporting of qualifying distance sales of goods to EU consumers. But if FBA inventory is stored in Germany, Poland or another country, separate local VAT obligations can remain for inventory movements and domestic transactions.
Before enabling PAN-EU or another fulfilment programme, establish in which countries Amazon may place your inventory. The fulfilment choice is not only a logistics decision; it changes the VAT-compliance architecture.
4. Intra-EU stock movements can create reporting even without a customer sale
Moving a company's own goods from one EU Member State to another can, subject to exceptions, create deemed intra-Community supply/acquisition consequences for VAT. Amazon warehouse transfers should therefore not be treated merely as logistics movements.
Special procedures such as call-off stock have specific conditions involving stock allocated to an identified buyer and do not automatically apply to ordinary pooled FBA inventory. Check the VAT treatment before relying on a special regime.
5. Manage imports, customs and EORI separately from sales VAT
When goods are sourced from outside the EU, identify the importer, customs-clearance country, EORI, customs value, import VAT and possible customs duty separately. Delivery to an Amazon warehouse does not remove these obligations.
The company and VAT numbers in import documentation should align with the accounting records. Reconcile supplier invoices, customs declarations and freight documents with inventory cost and VAT records.
6. An Amazon payout is not one accounting sale
The settlement paid to the bank is the net result of customer sales, refunds, Amazon commissions, FBA fees, storage, advertising, adjustments and tax items. Recording revenue solely from the bank deposit can misstate turnover and VAT.
Download marketplace- and country-level settlement/VAT reports regularly and reconcile them to accounting. Classify product refunds, reimbursements and lost-inventory compensation separately from ordinary sales.

If I run Amazon FBA through a Finnish Oy, is Finnish VAT registration enough?
Not always. Holding your own inventory in other EU countries can require local VAT registrations. OSS does not automatically remove all stock-related obligations.
Does OSS mean I never need German VAT registration for FBA stock?
No. OSS centralises qualifying consumer distance-sales reporting; stock held abroad and local transactions can still create separate VAT obligations.
Can I record the Amazon bank payout as turnover?
Not by itself. A payout is net of sales, refunds and multiple fees. Reconcile gross sales and charges from settlement reports.
